An urban planning firm called WXY was outsourced by the DOE to do outreach for the District 15 community engagement process, which emphasized that it was not the DOE. In a district where white parents were dominating school board meetings and policy discussions, PMS had only one seat on the working group while the representatives from teachers, principals, community advocates, parents, and students, were almost all people of color.
