Portland's new housing policy aims to support homeownership opportunities and assist current homeowners with maintenance, while also providing access to select new apartments being developed by the Housing Bureau. However, despite these efforts, the city's most recent point in time count revealed that Black Portlanders make up over 16% of the individuals experiencing homelessness in the area.
