The best way to build the metaverse is to start with a successful game and then continuously release new versions that let capabilities grow and expand, such as Minecraft and Fortnite, which have over 100 million users. Meta is doing a bottoms-up capability approach with Horizon Worlds, and while it is a general-purpose platform, it is hard to compare and compete with games like Fortnite, which also has enormous amounts of creativity, even though it was not initially designed as a general-purpose sort of thing.
