As the Greek asylum system struggled to handle a large number of applications from migrants, those who expected to reach Lesbos and continue on to other parts of Europe found themselves stuck on the island. Turkey received billions in aid and other incentives to prevent migrants from leaving its shores and to accept the return of those who manage to reach Greece.
