The CIA's program of Operation Gladio involved propaganda, economic warfare, subversion against hostile states and assistance to underground movements for which the US government can deny responsibility. It was aimed to set up a series of stay behind networks to murder left-wing media, political, and organizing figures on paper in countries that are allies of the US in case the USSR invades Europe.
