Diverting children away from the criminal justice system and into the education and welfare system at a young age can prevent them from getting stuck in a revolving door of crime for the rest of their lives. Treating a 10 or 11-year old the same as an 18 or 70-year-old in terms of their understanding of crime is ridiculous.
