The hope with panpsychism is that there's a hierarchical story, where we take the causal dynamics of physics and hypothesize it's filled out with consciousness, while at higher levels, we get more complex causal dynamics, filled out by more complex forms of consciousness. Although it's a challenging question, it's still uncertain whether some things are more conscious than others in the panpsychist view.
