Five years ago, Google offered to bring guaranteed internet access to Sri Lanka through Google Loon, but due to infighting in the government over spectrum licensing, the project was abandoned. The balloons would have covered Sri Lanka for free, but the government's hesitation led to Google servicing other countries instead.
