The South African government knew that redistributing wealth fairly would not be possible while also guaranteeing the rights of the white minority, in order to allow for the country to develop. Similarly, Tunisia drafted a constitution after the Arab Spring that was not perfect, but addressed the need to retain the capital and know-how of the white population.
