The heavy fuel oil burned by power plants in Afghanistan could have made the country self-sustaining in energy and not depend on expensive fuel imports. However, none of the 17-18 different commanders that rotated through the country tried to reopen the Mas Inak mine and employ 10,000 Taliban with it, which could have significantly reduced fuel costs and helped the country's economy.
