Earl Roy Howard, a Canadian citizen, was arrested for allegedly helping a Bismarck woman murder her husband. An arrest warrant was issued for him, along with charges of conspiracy, arson, and murder after 42-year-old Chad Ensel was found dead following a house fire in January.
