In Shanghai, the Chinese Communist Party organized gangs and infiltrated their foreman to start labor strikes, since being part of the gangs was essential for getting a job and doing any labor organizing. This eventually led to the end of a strike by forcing the General Labor Union to settle with the Japanese government over compensation for a death of a labor organizer.
