Putin miscalculated Ukraine's response to pro-Russian movements due to a misunderstanding of their national identity and strong connections to their homeland. He believed he would be successful in fermenting a pro-Russian rebellion similarly to events in Hungary and Czechoslovakia, however, his efforts fell apart.
