A bearable life in the Arctic is subjective, and in fact, living in such harsh winter conditions is different from living in the Caribbean, where one cannot argue that living conditions are unbearable. However, people living in places like Nome, Alaska, hold a lot of experience with the Arctic's harsh conditions, unlike people in Florida with no dire experience of such extreme living conditions.
