In order to determine if red hair causes those individuals to have higher rates of skin cancer, a randomized study would need to be conducted where one group has their hair dyed red and the other group has their hair dyed a different color, then followed over time. Observing a correlation between hair color and skin cancer rates alone is not enough to establish causality.
