In 1948, President Truman approved directive NSC 10, giving the CIA increased power to carry out propaganda, economic warfare, sabotage, and subversion against hostile states, with the intent of being able to deny any US government responsibility for their actions. This decision caused an uproar and marked the birth of the CIA.
