The Corrupting Effects of Prohibition on Law Enforcement
Prohibition caused a rise in corruption that turned police departments into a mockery of law and order, with police drawing low salaries and no overtime, and becoming the enforcement arm of organized crime. One example is the formation of a prostitution syndicate by Los Angeles Mayor Arthur Harper, police chief Edward Kearns, and a local organized crime figure which led to police harassing the syndicate's competitors.
