The Defection of the Romanian Secret Police Chief
Ion Mihai Pacapa was the head of Romania's secret police and his defection to the West in the 1970s resulted in significant news coverage, painting Romania as a totalitarian hellscape with Pacapa turning a blind eye to the atrocities he committed and placing the blame on his boss. Despite this, Romanian president Nicolae Ceaușescu maintained good relations with all U.S. presidents during his time in office.
