The early 20th century US government used the ideology of eugenics to control biological processes and determine who could immigrate to the country through the promotion of the fit and the exclusion or sterilization of the unfit. Hall and similar figures in government aimed for world eugenics where categories of fit and unfit for individuals and races would be used to determine immigration policies.
