Turkmenistan's dictator, Niazov, fired and replaced 15,000 healthcare workers with untrained military recruits under the assumption that what worked for traffic police would also work for nurses and EMTs, leading to a detrimental effect on the healthcare system. He also closed down hospitals outside of the capital, leaving anyone with a medical emergency to travel there instead.
