The key to technical writing is clarity, meaning a good technical writer should try to say everything twice- formally and informally- to give readers a better understanding. The main goal of technical writing is to provide insight to the person who's going to be maintaining the program or to the programmer himself when debugging it allowing for a better mental image and visual representation of why something is interesting.
