Vercingetorix, the Gallic leader who united various tribes against the Roman conquest of Gaul, had to command tribes with different fighting styles and military strengths. While he could control some things with greater authority, he couldn't change the fact that he couldn't turn his Gallic warriors into Roman legionaries.
