Oppenheimer, the scientist who headed the Manhattan Project, expressed guilt to Truman about creating the bombs that were used on Japan in WWII, even before they were used. Over 70 other atomic scientists also expressed concerns about using the bombs on cities and people in a petition, suggesting offshore or uninhabited areas instead.
