Joe Arpaio, the infamous ex-Sheriff of Maricopa County, launched one of the first live stream websites in 2000 called Jail Cam, allowing people to view innocent detainees being booked into jail, fingerprinted, and taken to holding areas with the hope that it would deter crime.
