Diplomats in Germany had a secret meeting with Tayeb Agha, a close ally of Taliban leader Mullah Omar, back in November 2010 in a small village outside Munich, which was authorized by US Secretary of State Hillary Clinton but kept secret from Pakistan and the British government.
