Despite evidence of torture, abuse and wrongdoing, Chilean authorities turned a blind eye to the secretive commune of Colonia Dignidad, citing it as private property. The commune's private airstrips and communication system allowed for outsiders to enter unnoticed and without registration, and journalists attempting to report on it were threatened and had their film destroyed.
