The Tokugawa shogunate brought peace to Japan, however, the professional warriors of the hereditary, aristocratic class still had their role in society as fighters in times of peace. As a result, this period saw harsh treatment of internal dissent and the priority of the bakufu was to prevent domestic overthrow rather than foreign invasion.
