Black press used the term torture to expose and denounce the violent abuse of African-American suspects during interrogations to gain public support for the civil rights struggle, while the white press avoided using the term. However, penalties were rarely imposed as district attorneys, judges, and jury members were highly reluctant to limit the power and authority of law enforcement officials.
