The Bill of Rights was written not to limit the protection of rights to those listed, but to clarify and expand the protection of rights through the creation of a national entity that oversees the protection of those rights. Madison's objection to the Bill of Rights was based on his concern that the listing of some rights would exclude the protection of others.
