The decision to maintain sanctions could lead to increased risk for emerging markets countries rather than developed countries such as America, Europe, Canada, and Japan. While it may be a reasonable way to manage risk in developed countries, emerging market countries could be faced with increased gas prices and risks associated with running massive deficits.
